Xavier was first interrogated when he said that he had information on the victim's hideout.
He was interrogated again when it was revealed that Fremont framed him for unnamed crimes and he was forced to re-locate due to him being a threat.
Xavier was proven innocent after incarcerating Pamela Vefreza for the murder.
In the Additional Investigation, The Player finds a business card about the big drug cartel in Grove Harbour. It was laced with Xavier's fingerprints. He was arrested and gives the police the first hint on a big weapons and drug deal that's going to occur soon. The Player also confiscates his earnings at a local casino.
