Ryan Russais was the former WCIA chief and the father of Flora Russais. He was suspected in the murder of Lucjan Bosko in Polish the Blade. After he is proven innocent, he becomes the chief of the agency when Flora is absent or suspected. He then becomes a suspect in the murder of Sebastian Wronski in A Wise Man's Fear.
