Monica is the 32 year-old sister of Irene Penn. She has blonde hair and green eyes. She wore a blue t-shirt. and golden looped earrings. It is known that she wears lip balm.

Monica was first brought into the interrogation room when Emily Branford said that she was harsh on her growing up. Monica said that Irene was her sister, and that she would never wish any harm to her, granted she did not like being treated badly. Monica promised she would never hurt her sister. She told Max and the player that if they wanted to find clues, she suggested they have a look at Irene's shop.
The team spoke to Monica again for new leads, in which Monica said that she had recently seen Irene's neighbor Margaret Butterfield snooping around the house, adding a new suspect to the list. Monica also came into the office at one point claiming she had bad news, telling that a note had been given to her. The note said "Monica, you're next."
Monica was found innocent when Ross McNeilson was found guilty. However, Monica was on the phone after the investigation, saying that she wanted to make a shrine for Irene. So they suggested they have a look at the house. In the house, they found a set of candles with a faded carve in it. Jack suggested they put it through the database, revealing the victim's name. They returned it to Monica, who thanked them with a burger.
