after arresting steward bender's killer Delaney on Jackson's orders investigates why steward was hired

however after Eugene merz tells Delaney and the player that the police department was ignoring murders and when they investigated it Jackson admitted that he wanted to have a prestigious look on st ronde and figured saying that murders were a thing would harm the city's reputation however after seeing the work Delaney and the played did in this investigation Jackson decided that they'll investigate any murder they find no questions asked

Jackson was question by Judge Cartwright about his job and Kane saw that Jackson was not fit to be chief and fired him

After arresting Sebastian doofensmertz's killer Jackson was questioned after Eugene and the player discovered that he sent death threats to Eugene and Jeremiah. Jackson let it slip that Jacob Cockran was basically his personal hitman
