Flora Russais is the Chief of the World Crime Investigation Agency.


Hailing from VeniceItaly, Flora is the 25-year-old chief of the World Crime Investigation Agency who worked as a fruit vendor prior to her tenure in the department. She is a tall woman with blonde hair in an easy chignon hairstyle with a white headband. She also has fair skin, dark green eyes, black eyeshadow, and dark red lipstick on. Flora normally sports a dark blue jacket with a clothing logo on the left side and a tangerine blouse underneath. Other than that, she always wears a golden pendant in the shape of a heart.

While working as the WCIA chief, she felt the need to preserve justice and use it across the world.
