Fear is an Effective Motivator is a case featured in Criminal Case, it appears as the thirty-sixth case in A World Forgotten and the two hundred and twenty-fifth overall. It takes place as the sixth and final case in the Crown Plaza district of Ravenedge.
Plot[]
After the discovery that Rosana Vianello had shot Sienna, Charity permitted the team to head to her villa to arrest her and discover the truth behind the blackmail letters. Arriving under nightfall, Lawrence and the player ran through the winding hallways to Rosana's study, kicking down the door, bolted from the inside. There, Rosana slumped over her typewriter with a gun in her hand and a bullet wound in the side of her head. Rosana's final letter stated that she had shot herself to avoid consequence for her crime, ending with "Viva il regime di Osborne." However, Moira believed Rosana's death to be murder due to the lack of gunshot residue on her fingers. They first suspected gang member Howard Strong and mayoral supporter Andre Oldman, before a meeting in Rosana's itinerary led them to question campaign manager Francesca Osborne. On the veranda, Lawrence worried Rosana using Antonio's gun had sent him over the edge and hoped they'd find him soon. They were then disturbed by a rustling in the trees and a shadow running inside the villa.
Rushing inside, they found Scarlett Pierre. Upon confrontation, she explained Antonio had told her Rosana was responsible for shooting Sienna - her best friend - and decided to go confront her herself. However, when she arrived Rosana was already dead. When Lawrence reminded her that Rosana was a dangerous gang leader, Scarlett shook her head, saying she'd stared danger in the face and there was no blaze she wouldn't walk through to help Sienna. A search of the attic room also led them to question movement leader Marianne Rose and weapons expert Antonio Rivera, who swore his innocence desperately. As later discovered, Francesca had hired Rosana's gang to provide security at mayoral events with the suggestion of brutal force. Rosana had also sighted Howard watching her from afar and, worried she'd end up like his victims, told him to back off or face repercussions. An unorganized Isabella then ran to them and shouted that a golden rose had been painted onto the veranda wall.
They soon confronted Marianne about the rose, though she articulated that she had nothing to do with Rosana's death; that Rosana made her own bed and someone other than her made her sleep in it. However, Lawrence refused to take his eye off Marianne. A box of bullets found in Scarlett's purse led her to be confronted and she disclosed that a girl like her needed protection in Ravenedge. Finally, a letter in Rosana's villa showed blackmail material over Andre, and a photo of Rosana and Antonio in a gondola confirmed the pair had a previous romantic relationship. Antonio maintained that he'd worked hard to forget Rosana and refused to use a gun to do harm to anyone after Evaldo. Finally, the killer was Howard.
Howard extended his arm and raised his eyebrow, denying his claims and telling them Rosana wasn't murdered. Lawrence countered with Moira and Pedro's findings, causing a stifled Howard to confess. He grinned; menacingly revealing Rosana was never the Fearmonger. Taking them back to the beginning, Howard explained his killing spree in Oakenbrook made him a King and he craved such feelings again. Thanks to a gift from a 'new friend', Howard was released from prison. In return, they asked Howard infiltrate Rosana's gang and await further instructions. There, Howard and his accomplice began crafting "the Fearmonger" using Rosana's gang, quenching Howard's lust for blood and power and furthering his associate's goals. They first blackmailed the Blackwood family into creating Lady Nightshade but needed a back-up plan - that's where Rosana came in. Howard soon convinced Rosana to shoot Sienna, manipulating her through Antonio and his past betrayal of the gang. Wanting to hurt her ex-lover who had betrayed her, Rosana agreed and fired a bullet at Sienna with Antonio's old gun. This then gave Howard and his partner power over her. The pair proceeded to make Rosana the face of the Fearmonger, threatening to expose her involvement in Sienna's shooting if she said anything. When the time came and the Fearmonger needed to 'die', Howard shot Rosana in the head and then wrote a goodbye letter on her typewriter.
In court, Judge Haddid was appalled by Howard's actions, though admitted she expected no different from the wrongfully released serial killer. When asked who his associate was, Howard sealed his lips and grinned; simply stating that on a chessboard, they were three moves ahead. With nothing left to say, Howard was sentenced to life imprisonment without possibility of parole for the murder of Rosana Vianello and assisting in Sienna's shooting.

Post-trial, the team agreed that finding and arresting Howard's accomplice took precedent. Since Howard refused to talk to anyone, Lawrence suggested speaking to Florence Qutrain. Florence admitted that she had no choice but to release Howard as officials had ruled him innocent for his crimes, despite the evidence against him. She believed bribery was involved and suggested issuing a subpoena for Judge Castillo's financial records. Francis, infuriated by the team questioning his integrity, reluctantly handed over his records but swore they wouldn't find anything. Hours later, due only to Hope's astuteness, they had unearthed a buried paper trail leading back to Francesca Osborne. When confronted, Francesca lit a cigar and asked they watch their tone. She acted surprised at the allegations and swore she was simply repaying debts she owed to Francis. However, she praised Howard's initiative and coyly remarked that she supported the push-back against the Rose Movement - declaring that the age of militants was over. Reporting to Charity, Lawrence admitted that while Francis was under investigation for accepting bribes, Francesca's close connections to Mayor Osborne and corrupted city officials meant she'd likely go unpunished. Charity then slammed her hand on the desk and asked they give her time to think.
Thanks to her hard work in Sienna's absence, Charity then decided to promote Isabella to a fully-fledged member of the team. In the foyer, Isabella excitedly swore - even shouted - the oath they all had many years ago. Lawrence then fastened the department badge to her suit and placed a cap on her head, tilting his head and tearfully professing he was so proud. Isabella saluted, vowing to not let them down. Afterwards, Tobias applauded the team for their efforts against Howard and revealed Sienna was starting to walk again. Scarlett, wanting to celebrate Sienna's recovery and Isabella's promotion, asked for the player and Antonio's help in arranging a picnic in the park by Ravenedge's cathedral. A search of Rosana's villa supplied the team with all the food they needed. In the gardens, a weakened Sienna slowly walked out to the team and thanked them for everything they had done for her. She accepted that she wasn't strong enough to return to the team, though Antonio tried to focus her onto cheerier matters. They all celebrated a moment of peace together; the calm before the storm. Scarlett then picked a rose from the ground and smiled at it, stashing it away in her pocket.
With all said and done, Charity asked the team to regroup. Knowing Francesca was unstoppable due to her position amongst the elite, Tobias suggested leaking to the press her involvement, though Charity shot him down and insisted that the Rose Movement knowing Francesca was behind the attacks was the last thing they needed. What they needed was concrete proof of her criminal actions, leading them to the farmlands of Serene Creek to investigate the Osborne family and how deep their corruption ran.
Elsewhere, Andre moved boxes of Rosana's possessions out of the villa and loaded them into a rusty distillery truck. Delphine soon looked around, her eyes settling on the "SOLD" sign. When asked if everything was out, Andre nodded, prompting Delphine to chuckle and walk through the front door. Andre then rummaged through Rosana's bag and pulled out a locket, the faded gold gleaming under the midday sun. A chain of love hearts then connected a photo of Andre and Josephine Caldwell, his late lover.
