Thanks to the help of a source Chief O'Neil instructed Franklin and the player to go to senator James cockran 's location in which they found his dead body  their first suspects included Patricia Sanders , a senator,Jordan Tucker  , someone who is addicted to drugs, and finally, Butcher Ryan Martin who the met in a previous investigation Later on SaundraSanders came to the station furious that her grandmother, Patricia Sanders, was a suspect in the murder of James cockran. Afterward the added foreign Prince from the kingdom of nahtreliec, Charles Anderson , to the suspects list Near the end of the case Eugene Merz came to the station and brought the last two pieces of evidence that allowed the team to catch the killer  The killer was revealed to be Jordan Tucker he killed James because he wanted to test the police and see if the past three arrests were a fluke or not. Judge Kane Cartwright sentenced him to 40 years in prison with no parole

after the trial Kane fired the chief of police, Jackson O'niel and after much deliberation put Jean Richardson as new chief and Jason Longbottom as the new police commissioner

at this time more was being revealed about the absence of crime for 5 years and it was discovered that Jackson O'niel, Patricia Sanders, and Matt Barry signed a contract to disguise murders and accidents after this revelation the team decided to head to matt Barry's home, the homeless camp.
